Ka nisur punimet konferenca ndërkombëtare, e 7-ta nga radha, që mbahet në Tiranë, në kuadër të Procesit të Berlinit, mbi të ardhmen e shkencës dhe arsimit në rajonin e Ballkanit Perëndimor, konferencë që bashkorganizohet nga Akademia Kombëtare Gjermane e Shkencave Leopoldina dhe nga Akademia e Shkencave e Shqipërisë.

Të nderuar kryetarë dhe përfaqësues të lartë të akademive të shkencave të vendeve të rajonit dhe më gjerë,

Të nderuar rektorë të universiteteve publike,

Të nderuar miq e të ftuar,

Kam kënaqësinë e veçantë t’ju uroj mirëseardhjen në Akademinë e Shkencave të Shqipërisë dhe t’ju falënderoj për pjesëmarrjen tuaj të lartë në këtë konferencë ndërkombëtare, e 7-ta nga radha, që mbahet në Tiranë, në kuadër të Procesit të Berlinit, mbi të ardhmen e shkencës dhe arsimit në rajonin e Ballkanit Perëndimor, konferencë që bashkorganizohet nga Akademia Kombëtare Gjermane e Shkencave Leopoldina dhe nga Akademia e Shkencave e Shqipërisë.

Kanë kaluar tetë vjet nga koha kur Akademia Kombëtare Gjermane e Shkencave Leopoldina, në marrëveshje me Qeverinë Federale Gjermane dhe me mbështetjen e posaçme të kancelares Merkel, mori drejtimin e nismës për të organizuar konferencën e parë të përbashkët shkencore, që u mbajt në qytetet Halle dhe Berlin të Gjermanisë nga 15 deri më 17 korrik 2015.

Prej atëherë na duhet të pohojmë se kjo nismë integruese e domosdoshme, me fokus kryesor zhvillimin e shkencës dhe të arsimit në Ballkanin Perëndimor, me synim arritjen prej tyre të kërkesave e standardeve të Bashkimit Europian; deklaratat e përbashkëta dhe rekomandimet e dala pas përfundimit të konferencave të mbajtura në Vjenë, Paris, Romë e Londër më 2019 dhe online më 2021 për shkak të pandemisë së Covid-it, kanë ndikuar pozitivisht në disa drejtime.

Më së pari, në rritjen e vëmendjes ndaj problematikave në zhvillim me të cilat përballen vendet tona dhe rajoni në përgjithësi në fushë të shkencës e arsimit, ndër to: nevoja e rritjes së peshës ende të ulët të financimeve për shkencën në raport me PBB-në, rritja e mbështetjes së kërkuesve e shkencëtarëve të rinj nëpërmjet forcimit të statusit të tyre dhe frenimit të emigrimit të trurit dhe ndërlidhjes më të mirë me diasporat shkencore; forcimi e përmirësimi i cilësisë dhe etikës së kërkimit; administrimi e zbatimi sa më i mirë i arritjeve shkencore; rritja e pjesëmarrjes aktive në programet kuadër të BE-së për kërkimin, si Horizon 2020, Horizon Europe e programet Erasmus; nevoja e mbështetja konkrete për ngritjen e qendrave të ekselencës lokale dhe të atyre rajonale etj.

Po ashtu, na rezulton se kjo nismë, e konkretizuar përmes organizimit të këtyre konferencave, ka rritur në një masë të ndjeshme bashkëpunimet dypalëshe dhe shumëpalëshe mes akademive dhe universiteteve tona në rajon; ka ndikuar në sensibilizimin e strukturave qeveritare për të pasur një vëmendje të shtuar për shkencën; për forcimi e dialogut shkencë–politikë; sidomos për të rritur e përmirësuar programet, projektet dhe mbështetjen buxhetore për kërkimin shkencor e për ta konsideruar shkencën, kërkuesit shkencorë të vjetër dhe të rinj, si dhe botën akademike në përgjithësi, një faktor shumë të rëndësishëm për integrimin e vendeve tona në Bashkimin Europian, për ta vlerësuar atë së bashku me arsimin si pararendëse të këtij integrimi.

Do të theksoja veçanërisht mbështetjen që kjo frymë integruese na dha ne si akademi për të ndërmarrë e realizuar reformën më të fundit në proces, shprehur kjo në mbështetjen e drejtpërdrejtë që na dhanë në konceptimin dhe realizimin e saj Akademia Kombëtare Gjermane e Shkencave Leopoldina dhe ALLEA.

Jemi shumë të nderuar që konferenca e Tiranës, krahas vazhdimit të trajtimit të problemeve e iniciativave të ndërmarra nga konferencat e mëparshme, ka në fokus të saj edhe disa aspekte të tjera, të rëndësishme për kohën, të cilat do të trajtohen me mjaft kompetencë, në saje të kontributit të personaliteteve pjesëmarrëse dhe të diskutantëve, për të realizuar synimet që i kemi vetes në këtë konferencë.

Te nderuar pjesëmarrës,

Kjo konferencë mbahet një muaj përpara organizimit nga BE-ja të Samitit të 9-të të Ballkanit Perëndimor po në Tiranë. Kjo përkatësi domethënëse na mundëson për t’i kërkuar politikës së lartë europiane e qeverive përkatëse kthimin e vëmendjes së veçantë në gjithë rajonin kundrejt akademive, institucioneve dhe elitave arsimore-shkencore, për ta konkretizuar këtë me një mbështetje në rritje në të gjitha planet: politike e financiare, për shkencën, arsimin dhe kërkimin shkencor në rajon. Është e mirënjohur se investimi në arsim e shkencë janë investimi më efektiv në planin afatgjatë; këtë të vërtetë e formulojnë të gjithë, e kuptojnë dhe besojnë disa, por shumë pak e zbatojnë. Investimet në shkencë nëpërmjet forcimit e zgjerimit të kapaciteteve njerëzore e logjistike, me synim ngritjen e nivelit të institucioneve arsimore e kërkimore në atë të simotrave evropiane, do të bënin që më së pari inteligjenca e brezat e rinj të kërkuesve e specialistëve të integroheshin në Europë, të gëzonin të njëjtat mundësi e standarde, jo individualisht por institucionalisht, jo nëpërmjet emigrimit por në vendin e vet. Kështu shkenca e arsimi do të kryejë më mirë ekspertizën shkencore në zhvillimin ekonomik e teknologjik të çdo vendi; do të luajë më mirë rolin promotor të integrimit; do të rritet kontributi ynë në debatet e mëdha politike, sociale, kombëtare, për zhvillimin e integrimin e vendeve e të shoqërive tona.

Së fundi, dëshiroj të falënderoj të gjithë bashkorganizatorët dhe pjesëmarrësit që kanë ndihmuar e do të kontribuojnë në organizimin e zhvillimin e kësaj konference. Urojmë që konferenca e 7-të e Tiranës, me diskutimet, deklaratën dhe rekomandimet e saj, të jetë një ogur e shtysë e mirë për forcimin e mëtejshëm të rolit të shkencës e arsimit në shoqëri dhe në integrimin e vendeve tona në Europë.

It has started the 7th Annual Conference of Stakeholders of the Science, Education, Research and Innovation Chapter of the Berlin Process for the Western Balkans.

Acad. Skënder Gjinushi: This conference is held one month before the 9th Summit of the Western Balkans organized by the EU, in Tirana. This significant coincidence provides us with the opportunity to request European policymakers to turn their attention to the academies, institutions, and educational-scientific elites across the entire regional to materialize this with significantly increased support in all aspects: political and financial, as well as science, education and scientific research throughout the region.

Acad Skënder Gjinushi: It is well known that investing in education and science is the most effective investment in the long term. While everyone knows this fact, some of them understand it, but only few of them apply it in practice. By directing investments towards the advancement of science, strengthening both human resources and logistical capabilities, the goal is to elevate educational and research institutions to the same level with their European counterparts. This strategic move aims not only to integrate the intelligence and talents of new generations of researchers and specialists into Europe but also to provide them with equivalent opportunities and standards, all within their own nation’s borders.

Dear Professor Haug, President of the German National Academy Leopoldina;

Dear chairmen and senior representatives of the academies of sciences of the regional countries and beyond;

Dear rectors of public universities;

Dear representatives of European countries, supporters of the Berlin Process;

Dear friends and guests;

I have the special pleasure to welcome you to the Academy of Sciences of Albania and to thank you for your participation in this high-level international conference, which marks the seventh in a series and is taking place in Tirana, within the framework of the European initiative known as the Berlin Process. This conference is dedicated to the future of science and education in the Western Balkans region and co-organized by the National Academy of Sciences of Germany Leopoldina and the Academy of Sciences of Albania.

Eight years have passed since the German National Academy of Sciences Leopoldina, aligning with the Europeanization policies of the German Federal Government, with the encouragement and special support of Mrs. Merkel as the chancellor, took the initiative to organize the first joint scientific conference, which was held in the cities of Halle and Berlin, Germany, from July 15-17, 2015.

It is important to emphasize that since then, this initiative with its integrative nature, as vital as it is ambitious, has remained steadfast in its primary objective: advancing science and education in the Western Balkans, with the aim of achieving the requirements and standards of the European Union; through the joint documents and recommendations endorsed at the conclusion of conferences held in Vienna, Paris, Rome and London, and online in 2021 due to the Covid-19 pandemic, there has been a discernible positive impact in various aspects.

Primary, these conferences have notably contributed to greater awareness and attention to the ongoing challenges confronting our nations and the broader region in the field of science and education. Among of the others, I would like to underline significant issue that stands out is increasing the budget allocation for science as a percentage of GDP, which is currently low; increasing support for researchers and young scientists and curbing brain drain; more efficient cooperation with scientific diasporas; strengthening and improving the quality and ethics of research; administration and more fruitful implementation of scientific achievements; increasing participation in EU framework programs for research, such as Horizon 2020 and Horizon Europe; the need to establish and support local and regional centers of excellence, etc.

Moreover, it becomes evident that this initiative, which has been materialized not only through the organization of joint conferences, but has also significantly increased bilateral and multilateral collaboration between our academies and universities within the region, it has influenced the awareness of government structures to become increasingly attentive to science; as well as to strengthen the science – politics dialogue – especially to increase and improve programs, projects and budgetary support for scientific research; it has encouraged governments to view science, senior and emerging researchers, and academia as pivotal for our countries’ European Union integration, emphasizing science and education as the precursors of this integration.

I would especially emphasize the encouragement that this integrative spirit gave us to carry out the latest reform undertaken by our Academy of Sciences, expressed also in the direct support that we found for its conception and realization at the German National Academy of Science Leopoldina and more broadly at ALLEA.

We are honored that the Tirana conference, in addition to the continuation of addressing problems and initiatives undertaken in the previous conferences, has its focus on significant contemporary issues significant, which will be addressed competently thanks to the contribution of participating personalities and speakers, in order to guarantee the achievements of the goals we have for ourselves in this conference.

We hope that the seventh conference of Tirana, with its discussions, declaration and recommendations, will be a good omen and impetus for the further strengthening of the role of science and education in society and in the integration of our countries in Europe.
